Advisor to the Prime Minister of Cambodia. Responsible for producing economic
and financial policy briefing papers for the Royal Government of Cambodia and
for implementing and coordinating all government policies between the Central
Bank, the Economic/Finance Ministries and the Prime Minister's Office. Founder
of the Council for the Development of Cambodia (CDC),
a government one-stop
agency for coordinating foreign direct investment and foreign assistance
(1993-94).

negotiating, organizing and leading a staff team to conduct workshops and
