The Paul Nitze School of Advanced International Studies (SAIS), The Johns Hopkins University. Lectures on country risk analysis of ASEAN countries, and financial issues and reforms in emerging markets.(1974-99)  

  • Senior Economic and Financial Advisor to the Prime Minister of Cambodia. Responsible for producing economic and financial policy briefing papers for the Royal Government of Cambodia and for implementing and coordinating all government policies between the Central Bank, the Economic/Finance Ministries and the Prime Minister's Office. Founder of the Council for the Development of Cambodia (CDC), a government one-stop agency for coordinating foreign direct investment and foreign assistance (1993-94).

  • Senior Staff (Division Chief/Advisor), International Monetary Fund (IMF). In charge of external technical assistance and institution building. Responsible for designing, negotiating, organizing and leading a staff team to conduct workshops and seminars on macroeconomic policies and management for the benefit of government officials at Central Bank, Ministries of Finance, Economy, Trade and Industries for member countries worldwide. (1970-94)  

  • Staff Member, United Nations Conference on Trade and Development (UNCTAD). (1965-70)
